Determine Available Sites and/or Locales at Runtime

Like most localized corporate sites, I need to display a dropdown in the site header with a list of available language_locales at runtime, that is, sites that are actually published. I can't seem to find an API method to retrieve this?

I know there are work-arounds involving keeping a static list, etc., but would rather query the API to keep things simpler.
