I'm upgrading from a 5.5 server to 7.2.1

In 5.5, when I create a branch with submit locking, the file I am editing is locked as soon as I click the edit button in teamsite.

In 7.2.1, when I create a branch with submit locking, it appears as if the file I am editing is locked as soon as I click the SAVE button in teamsite.

Did something change? I realize I missed a few versions of TeamSite here
