Note: This only happens when the file is edited via the CCI URL directly from the workflow email. If instead of clicking on the link in the email to edit the DCR they click on the taskid (which takes them to the Task Details page) and then edit the DCR from there - the wizard doesn't get involved and the issue doesn't exist.
No idea why it is happening the way it happens, but I would see if you can figure out a URL that will avoid the wizard. I hate STD so I never work with it.
