Is there a way to modify the resources used by a template? As you can see in the image, I don't have an Edit link. You can do this on the page level, and in the default.site of course, but it'd be kind of odd if it can't be done on a template level too.

Am I missing something? Is there some setting to allow this?

It is not possible to change these settings at template level.

So either my whole site can have common resources like CSS or individual pages can, but not templates? I'm submitting a feature request right now!

How do others get around this? Do you create a different branch for each look-and-feel? Or modify the common css something like this:

.TemplateA H1 {}
.TemplateB H1 {}

Something different?
