Deployment of files with External Attributes

EAs can be deployed with file by setting applyExtAttr of targetTeamsite element to "yes". Any change in EAs is considered change to the file.
Does it mean that even if applyExtAttr is set to "no" and EAs are changed , still file is considered changed and is liable for deployment ?
Or is file considered changed only in case when applyExtAttr is set to "yes"?

From the OD perspective, I believe it means that it will only consider a files EAs for determining if a file has changed if it is told that it will be deploying EAs - otherwise it will look solely at things like file size and last modification date.

Now if you happen to apply EAs to a file in TeamSite - that usually results in the file appearing modified and the last modification date on the file being updated - as such, OD would consider this file for deployment without looking at EAs because one of the basic methods of determining changed files will identify it as such.
