A whole bunch of questions come to mind:
What version of OpenDeploy are you using?
What platform(s)?
Are you sure the Receiver is running on the portal server?
Does the portal server have multiple IP addresses?
Are you going through a firewall?
Answers to the above may lead to more questions. If you have an idea what those questions might be, feel free to try and provide the answers ahead of time ;-)

Another question to add to the list:
Are you attempting to try an SSL based deployment?

Can you try disabling SSL temporarily to see if the deployment works without the SSL configuration?
Sometimes if there is a problem with the SSL keys that you are using the odbase or odrcvr will fail to work at all and throw that same error.
Also make sure that the SSL configuration matches on both ends (both sender and receiver) in the type of options you are using (you should still have separate keys for each end).
