File permission problem

We are having problems with our save and generate script. Teamsite appears to be ignoring the file perm settings specified in /etc/iw.cfg...

The settings:

branch_security=off
workarea_security=off
branch_default_perm=775
workarea_default_perm=775
file_default_perm=775
directory_default_perm=775
debug_event_handler=no

But after the S&G the file permissions on a NEW file are 664... We use a custom S&G script which is attached to this message, but that should matter since ultimately we call iwgen such as:

/opt/IW/iw-home/bin/iwgen -t "presentation/SP_sitelet_theme_2_left_nav_bar.tpl" -r "data/BENTEST" BENTEST.jhtml

Which should be reading the permission values from the iw.cfg file right? Help! This permission thing is causing copy & deployment problems... We are running TS 5.5.6 SP3 on solaris. Thanks!
