If you are the administrator user then you will have access to Administrator tab.

No, if you are having a Team Site Master role then only you will have Administration Tab.

As far as Administrator role is concerned ,Administrator is in context to Branch Level. Administrator is not a Team Site Master by-default you have to assign explicitly Master role to him.

Administrator tab is for TS master role who ever controlling/doing administration for the entire TS(Store level operations).

Administrator role used branch level operations(Branch level access).

For what purpose do you believe you need access to the administration tab?

Users, Roles, and Groups can be managed via Action menu options - assuming you've been delegated that responsibility.
