I want to know whether we can do content validation for components in page file. For example the page file should not be allowed to save unless a particular component is added to the page file.

Hi,
I hope your requirement can be fulfilled if you make a template with all the components you want in your page.
Make a user training manual or ask your business user to add the concerned template only.
Other than this I don't see a way to force business users to add a component to a page.

The less-than-awesome way of doing this would be to use a PageController, which could inspect the current context and render an error message (or redirect to an error page, or ...) if the page doesn't fit the model you expected. It's less than awesome because it's not so much validation as much as taking over the rendering of the page if your authors don't behave -- something that would instead be "validated" via an approval workflow if you can't trust your authors.
