I believe the statement was more aspirational than technical. AFAIK, there is no tool that will do this for you (and I doubt it's even technically possible to provide a converter given the range of what you can do in PTs). The statement is more of a logical mapping from the "TeamSite way" to the "LiveSite way".

That said, if you had XSLT PTs, you can probably reuse significant portions of it in components, but it'll be up to you to split it up however it makes sense for your implementation. PERL PTs could also somewhat be reused in HTML components, if you've used <iw_value> token-like substitution moreso than <iw_perl> tags.
