Teamsite 7.1 issue

hi,

We have installed TS7.1 in a windows server, it is up and running, but at some time , the opions like File -> " New Rule" , " New Action" , "New Condition" and "New Segment" disappears, and it comes back at some time,
Can somebody say what to do to bring them back stable ,

We also tried restarting the UI , still those links are not visible.
