If I understood correctly then you want to assign roles in the work area level rather than to a branch/sub-branch.
If this is what you mean then the answer is no.
Roles are assigned at the branch level.

You have exactly two choices here:
- change the requirement
- find another CMS that is better suited for your needs than TeamSite

That said, if all you need is some flavor of Workarea dependent access rights you may find
few options using for example TS groups and the like. Perhaps if you describe what you really
need in more details we'll be able to help better
