Disable the manage groups/manage users options

We're trying to disable the manage groups/manage users options under the actions menu for the Administrator role. We've gone into the Administration tab and de-selected the checkboxes for "Create TS Group", "Create TS User" and "Delete TS User" in the User Administration section and reset the server, however the options are still appearing for the admin role under actions. Thanks for any insight.
