OK, WTF ?

I can certain see what was done, but why? Any reasoning ? Does hti behave any different than

$iwhome = TeamSite::Config::iwgethome();

I don't think it works any different. At least not in the way they are using it.

Is your file in a package?

This will output 111222

To answer your question, they will both store the same info, but if for some reason two of them are used $::iwhome and $iwhome and a package is declared then they could be manipulated further down the code without effecting each other. But since I can't see all your code I'm just guessing that you might have both. Probably not.

Interesting that they are separate variables. Yes I do have both because I added $iwhome (there were hard coded paths), I guess I could change it if other changes are required. But I do not plan to right now.

They may or may not be separate variables, that depends on the Scope.
If variable has no Package name at all, lexically current package is assumed.
If however the Package name is null (eg, $::var_name), main package is assumed.

Therefore, lexically within the main package $foo and $::foo are one and the same.
Lexically within some other package they become different, eg:

package boo;
$foo = "abc"; # This is $boo::foo Variable
$::foo = "xyz"; # This is $main::foo Variable
