This is an architecture question and completely dependent on the circumstances. I do not use segmentation to handle different languages, but you can. Learn what SP/LS provides out of the box and then decide what your current and future needs are, then decide the approach

I did a test ... i create 2 Segments, one french and one english. I created 2 conditions, associate with each segments ... just for fun i put on the french condition that if the date is today, take the french segment ... nothing happens ... on preview the Primary segment is display ... impossible to display French or English segment

The rule you have created are there, ready to be executed, as well as all of the customizations (mainly the sitemap).

However you need to explicitly call the "rule engine" in order to execute them, either by a controller or an external.

executeSiteSegments(RequestContext) - Method in class com.interwoven.livesite.runtime.controller.impl.RulesEngineController
Execute site active segments

And no luck !

I do not have that functionality running, but i have written a mehod in one of my abstract classes for future use that is :

RuleExecutionService.getInstance().executeSegmentRules(context,
getSegmentContext(context));

Try this and see if it works.
