Connection Reset

We are facing issue with connectivity from Teamsite 6.7.1 SP2 to oracle DB server.Teamsite server is running on solaris operating system. There is a java program which is used to establish connection between Teamsite 6.7.1 SP2 to orcale DB server. Same java class is running successfully on QA and Production but not DEV server. when we execute same code on DEV(Dev is up) then we are getting error as "java.sql.SQLException: Io exception :Connection reset"

Can anybody help us out to resove this issue?

Are you sure you have all the Oracle client libraries installed the same on all three systems? (same libraries, same directories)
Are you sure you have the TNS/DNS set correctly on DEV?
