Not through FormAPI - possibly, but not necessarily via raw JavaScript code.
Before traveling down that investigative path though - perhaps you can explain why you think you need to do this?

The requirement is that on click of tab an alert needs to be displayed based on the groups user belongs to.

Does it really have to be an alert when clicking on the tab - or could it just be text within the DCT itself? I.e.: Why not just use FormAPI to hide/expose a read-only textarea with the message(s) you want to appear based on the group(s) that a user is a member of? You could do that within the init() function since it wouldn't (or sounds like it wouldn't) change dynamically after the user has elected to create / edit the DCR.

The location of your jquery.js file and it's name will depend on what you download from the the jquery site and where you put it on your TeamSite server.

I created a directory on my Windows server and put it there. \Interwoven\TeamSite\httpd\iw\js\jquery.js
