Is it that hidden item in datacapture.cfg, cannot be set to Visible true using formapi?

I tried to do so, but did not work.

I'm not sure that it can't be - but my general rule of thumb is that any aspect of an item that you are going to toggle through FormAPI - should be set through FormAPI. I.e.:

HideCrosstabIfNoData.rptdesign
