Administration link doesn't shown even though user is teamsite master

Hi,
I am unable to access the administration UI even though I am teamsite master. Also I was not able to modify the configurations.

Also when I try to access "System Configurations" it gives error "Unable to load files from common services configuration"

Presumably you are dealing with TeamSite 7.x (get in the habit of letting people know what your environment is when you post) - no idea what OS you're on (not enough clues)

Is this a fresh installation / upgrade or is this a system that was working and all of a sudden stopped working?

If it's a fresh installation - did you make sure that everything actually got installed (early releases of 7.x required you to go through the installation process multiple times before everything was properly installed)
