Hi,
I am customizing the TS UI by adding a link into Action menu. Now I want to call cgi file on the click of the link and want to pass the selected dcrs as parameters (to cgi script). Please let me know how can I achieve this. Thanks.

First - read the TeamSite User Interface Customization Guide.
Second - [temporarily] replace the use of your custom CGI with

"/iw-bin/show_env.ipl"

and look at the results when the menu item is selected. You might want to print it out and use as a reference sheet - you might also want to look at the output when:

take it part by part. Like first add the link, associate the cgi, then enhance the script etc.
