Restricting components!

Is there a way to restrict authors to add components after adding a template to page which has locked components in it.

I mean, Authors should only fill in existing locked components within template.

I know there is a way to restrict at role level while assigning activities to a role. I am looking for a solution apart from this.

Any help will be appreciated!
