Depends on how you plan to use it.
Your site map is a file like any other. If your components in other branches want to go read from a sitemap file in another branch, that's up to you (though probably not the best idea). If you want your sitemap to point to resources in other areas, I don't think you'll be able to use PageLink nodes, but you can always use nodes by external address.

We are trying to divided a website up into branches. But we still want one site map to control the whole website.
example:
humanresources Branch
- payroll subbranch
-Benefits subbranch
1. we want one master hr sitemap that controls both payroll and Benefits
2. We want to use the OOTB Navigation component that reads the Sitemap and displays the Navigation.
