It looks like your receiver is not ready to receive you. :-)

Is there anything special in your receiver logs?

I am trying to deploy some files to the same receiver as base server.
I guess base server can be the receiver also, but not sure.
Is there anything special I need to do for such configuration?

No, that should work. Nevertheless, you need to check your receiver-logs which, in that case, are on the same server&directory (prefixed with rcv.).

I'm actually seeing the same issue and found that intermittently the manifest file is just not getting written, but when the same deployment is run again it works fine. Is the file C:\Interwoven\OpenDeployNG\log\src.test.xml.MYDEFI NITIONNAME.training.to.MyLocalHost.log.mf
actually there?
