I don't believe there is configuration or an easy hack for this, but you can play with the layout names to change the order at which they are listed.

Our requirement is to show the layouts in alphabetical order. So changing names will not help. We tried changing the last modified time stamp and we got the required order, the next time we tried creating a page but then it went back to random order again.

Hi,
There is no configuration for your requirement.
One of the workaround you can do is you can work/modify the layouts there in the iw/config folder where your layouts(.xml file) are kept.
I checked and saw that the file which is edited last comes last in the list and hence you can edit and save as per your requirement and submit them.
You can instruct the team not to touch the concerned files without the team knowledge.
In this way you will always get the layouts as per your requirement while creating the pages until and unless someone submits a new layout.

But, the best way is to communicate to the client about your unwanted labor.

HTH.
