7.1/7.2.1 Sitepublisher link not coming up

hi,
In brief:
Im trying to install teamsite using the GUI installer. The installer runs fine and tell me everything installed successfully but i don't see the sitepublisher link though sometimes i do see the sitemap.
In detail: here's what i did
1) installed red hat linux 5.5 with SELinux enabled.
2) opened the port 82 (to access teamsite interface). Ports 80, 443,8443,8080 are already open
3) installed OD 7.2.1
4) compiled uvfs
5) installed common components, teamsite 7.2.1, admin interface and authoring components together in one go.
I can access the interface and log in but i dont see the sitepublisher link. the UI also shows me a exception isAllowedOnContainer exception.
Then i tried doing it one by one like install common components, then teamsite, then authoring components still no luck.
Next i tried the windows installer for 7.2.1, same problem. im able to use all features of teamsite but dont see options for new page, site etc and no site publisher link
next i tried installing 7.1 with mysql DB still no sitepublisher link.
lastly tried windows with 7.1 with mysql db still no link.
The sitemap tab too comes and goes. I must be doing something wrong in the install process but I'm unable to figure out what.
Any help is appreciated.

Fist check your license. Make certain it has SP enabled.

We posted a bug with Interwoven on their new 7.2.1 installer. The sitepublisher link in the sitemap disappers if the brach that you first visit upon login is not sitepublisher enabled (by this I mean does not have the sites folder). After this, every where else you go in teamsite the sitepublisher link will not appear until you do a refresh of the page (F5). The same is true if you first login on a branch that has sitepublisher, in that case the sitepub link is available even if the branch does not use sitepub. This makes it confusing to users. Hopefully they will fix it as this is one of the items that is stopping us from releasing the new version of Teamsite to our users.

by the way, to see the link just enable sitepub in a branch and you willl see it.

Yes it was the UI bug mentioned above. I am facing a similar issue with the targeting links, please could you tell me if that is also a UI bug.
Im using 7.1, with a valid licence with sitepublisher enabled. Installed from the UI installer and selected enable targeting. This however did not install the targeting components nor the targeting-hearbeat.spar. So i did a manual install as per the instructions provided in the pdf.
Funny thing is when I go to the iwadmin store the links appear (File -> New Condition) but are greyed out even in a writeable workarea. When I go to the default store the links cannot be seen at all.
When I click on the OOTB rules, conditions (targeting-hearbeat/iwov-resources folder) etc they open in the rule editor UI but I dont see the options in the File menu.
Do you have a workaround for this?

I have not used targeted links hence I will not be able to help. Let us know the cause of the issue when and if you find it.
