how could I customize the default TinyMCE toolbar ?
I try to add iwov_default on custom_config.js
but it doesn't work

Did you read and follow the guide on this?

from Teamsite FormsPublisher Developers Guide,
it only mentions "Predefined TinyMCE Configuration Properties"
but doesn't say anything on how to customize the default one.

I knew how to create other set of customization, but I want to know does it possible to customize the iwov_default one.
