How to develop a template to display based on user's language like if user is in china then template language should change to chinese.

You can't. Rendition language is determined by the TS Server Locale, see Administration Guide
for details. You can change it but you can not run TS Server concurrently in multiple Locales,
it must be one.

TS provides several Locales for you to chose, "Simplified Chinese" is one of them. Once again,
Server Locale switch affects all users, no matter what their personal Locales actually are.
