Perhaps you need to throw some light on what you mean by Manager here.
Usually, images are managed in teamsite workareas as assets being used in assets like Pages, Templates, Forms in the CMS. If this is your reqiurement, then yes, please use Teamsite. Its a given that you get have version control available.
If you need a Digital Asset management tool, then you might want to use Autonomy Interwoven's Mediabin. Teamsite has connectors to Mediabin wherein, you can check out assets from Mediabin into Teamsite Workareas.

Depends on what you plan to do with those binary files. If you need to size the image before ingesting into TeamSite, then you can use Mediabin or write your own custom code to import to resize before ingesting into TeamSite. If you have other media files such as video or sound files that need more processing, then you can use the Mediabin software also. But you just need to version those assets, then TeamSite would be enough. You can use the local file settings and have external programs edit those file types that you set up.

I've been using TeamSite to store and version images since 2002. My users also use OpenDeploy to copy the images from TeamSite to the web servers. For basic operations like I listed it works well without any customizations (except for OpenDeploy because you need to create a deployment definition).
