TS 7.3.1 Regenerating Templated Files Always "Modfies" files?

I'm upgrading TeamSite to 7.3.1 on x86 Solaris. Regenerating files always seems to modify the file.

I have tried regenerate --> Submit --> Regenerate and I've ensured that the template is not setting EA's etc.. which would touch the file in some way.

This is not the behavior of the same template running on 6.7.2 SP2.

I have an open case with IWOV on this. To date their response is that this is the new behavior and has been since 7.2?

Some of my own testing has revealed that this same behavior is not exhibited when running the following command line tools.

iw-home/bin/iwregen
iw-home/bin/iwgen

So, as of this moment it looks like this behavior is only for Regenerate actions performed through the UI. Still a nuisance but less of a nuisance I guess.
