Rich Text Editor Doesn't Render Correctly

I'm using a fixed layout. Any ideas? See images....1, 2, 3...

Rich Text Editor Component, Edit Mode:
The text formatting looks correct. There are bold items, a list.
But the image looks broken.

Rich Text Editor, Preview Mode, within the Site Publisher Edit Mode
The text formatting looks incorrect There are NO bold items, NO list.
But the image looks good.

Rich Text Editor, Preview Mode, within the Site Publisher Preview Mode (or Published)
Everything looks correct.
