Yes, you can. Pass arguments to perl file
or
based on dct path write some logic to read dcr in perl and do whatever you want.

There are already a few perl modules made available by IWOV, with which you can easily parse and read an xml file.

OM:

arser->new();

my $doc = $parser->parsefile($dcrFilePath);
my $root = $doc->getDocumentElement;

Here in the Root you will have the complete DCR Object.

Normally, no.

"Inline" is an instrument to dynamically modify Datacapture Template, not Data Capture Record.
Inline has no information whatever about Data Capture Record to be opened, not even vpath.
In fact, DCR may not yet exist at a time when inline is executed (new DCR and corresponding CLT's).

Usually if you need DCR info you'd want to use FormAPI. From there you can use callServer method
or perhaps a callout to access DB and get/set DCR Item values.
