PLC WF changes the last modified person to the person pushing the workflow

Every time , when we publish a .page using the PLC WF , that in turn changes the last
modified person to the person pushing the workflow for every file in the CMS – or so it
appears.

How to fix this ? How to debug this ?

Actually, when you submit your .page file using PLC workflow it will add some metadata to submitted file. That's why last modified user value changed with the user who initiated the workflow.
If you want to keep the same user (old) as modifier then change the task owner from $IW_USER to predefined user or make this area owner ($IW_AREAOWNER).

I suggest make a copy of PLCW and do these modification.
Otherwise you have to customize PLCW.
