Securing access to components

My team is trying to identify a way to secure access to components, such that global authors are restricted in their use of components for page development.

Is this accomplished through configuration and\or file permissions?

You can only do this via file permissions (on the component files). It is not possible to (dis/en)able components on a per-branch basis as you can with templates.

[I have never understood why Interwoven has never added this feature though, it would be very helpful]
