Is there a way to require content tagging in TeamSite 7.4 using Forms Publisher.
Are you talking about required fields within the TagUI or requiring that the users go through TagUI?
The former should be pretty straight-forward.
The latter is usually done in workflow context where you can piggyback on the former by checking to see if a required field of metadata was filled in, and if not, bring up the TagUI as a task; and continue doing so until the required field has been populated.
Beyond that - it's called user-training.
Both actually, we want have requiered filds with the Tag UI and a way to enforce using it which sounds like has to be done as a workflow.

Read the documentation regarding configuring the TagUI.
It's a DCT - so you make the fields required the same way you would for FormsPublisher DCTs.
