CSS is not loading on .page edit for custom page layout

We are using the custom page layout and defined few css in the layout

[PHP] [/PHP]

But these css are not loading on .page Eidt mode

Any help appreciated

Note:- All the css defined in the page layout will load on preview mode / at publishing
