workflow and cpu

We have a two hundred or so workflows that have hung up in our task list. Will this be a burden on CPU resources?

I'm not sure what you mean by "workflows that have hung up in our task list."
If you have a couple of hundred "extra" jobs that are waiting for a user to take some action (for example, user tasks, group tasks and submit tasks with conflicts), then there is very little impact on the CPU load. Whenever you perform a query -- which includes displaying a task list -- then the query will take a little longer, but the additional time shoulld be negligible if these tasks are not part of the result. However, if these tasks are part of the result (for example, if you display all active tasks) then of course the appropriate task data must be retrieved and displayed. This is pretty efficient in TeamSite 5.5.2, but may be slow in older versions.
As a matter of good housekeeping (not just performance), it would be best to remove jobs that are no longer needed.
