Creating DCT in oher language than English

If I am using an encoding to use different language that English, TS supports some languages including German and French.

So, if I want to use French language and specify that in the top tag of DCT, will that suffice OR do I need to do some more customization ?

WHen I am using French language for DCT, by that I mean, I have a DCT created in English. Now I am changing encoding of this DCT to to use French. Does it make all labels and comments appear in French automatically,(I have typed labels and comments using English keyboard) ? OR do I need to type all labels and comments using French keyboard ?

I want to live in a world where this magic exists.. but that's not the case.

There is absolutely nothing anywhere that will auto-translate labels for you; you'd need to build something custom for that. Also, there is no difference in encoding between English and French. DCTs use UTF-8 all around, and there is no such "top tag of DCT" that has anything to do with language, so I'm not sure where you got that.
