Why can't this person create a new file?
Member of BRANCHusers group.
Folder:
/default/main/BRANCH/workarea/development/
Workarea is "shared" (properties of the workarea) to BRANCHusers
Folder Permissions:
Everyone: read
BRANCHusers: FullControl
BRANCHusers group roles:
Author
Editor
Reviewer

If I add the "administrator" role to the group then they can write anywhere. But doing that allows them to write to folders they should not be able to write.

Check the role permissions for editor. Branch-specific privileges -> New and Imported Content -> Create File

The group BRANCHusers has Author and Editor Roles both of those roles have "branch-specific privileges" set with all four options selected under "New and Imported Content"

I ran into this before. Try playing with the LiveSite permissions for the editor.
Create/Edit page is the first try, but I actually think it required something strange like create component.
Check what is different LS-wise between Editor and Admin and start adding and see.

Was this a recently added user or user recently added to the group?
You might try restarting jboss - it sometimes gets "screwed up" and prevents permission changes from being completely flushed / reloaded into the system.
Also - make sure that the permissions on the folders (all of them, leading up to the one where you want to make the change) have the expected permissions from the file system level (iwguser, iwglobal if I recall - working on a Unix system currently and don't remember the Windows stuff off-hand).
