what does the OpebnDEployWebRoot deployment descriptor filter do?

I see the filters in the teamsite.DeploymentService.DeploymentDescriptors.OpenDeployWebRoot bean do not do anything. The OOTB filter, which is meant to filter out datacapture.cfg and the iw config files, doesnt prevent these files from being deployed to the runtime. Are these filters not used for this?

These filter patterns are used to remove these file or path from the filelist generated for OpenDeployWebRoot descriptor.

If you deploy datacapture.cfg or files from iw/config/(taxonomy|database)/.* path will not be deployed based on OpenDeployWebRoot descriptor.
