Error when trying to access Templating.cfg

I'm new to all of this, so please forgive me in advance if this is a simple/silly question. I'm trying to update the templating.cfg file, however when I go to the Administration > Configurations I get the following error:

"Unable to load configuration files from the Common Service server. Check the Common Services server logs for more details"

Can anyone provide insights into what the problem is, or where I can access the Common Services server logs?
