Deployment not kicking off

System

i am using an Author Submit with Email workflow, which completes ok up to the point where the submitted files trigger an email the the reviewer.

Then, when the reviewer approves the work, the files goes as expected to staging but the corresponding deployment does not get fire.

the three needed files are in the right location
wft_opendeploy.xml,
wft_opendeploy.ipl
and wft_opendeploy.cfg.

any suggestion is appreciated.
