Deployment failing on same server

I am trying to deploy content on same server from one dir to another dir using OD. When I run this test_mr.xml from command line, I get following error

[php]D:\Interwoven\OpenDeployNG\bin>iwodstart test_mr






















[/php]for targetFilesystem area="D:\Interwoven\OpenDeployNG\userlib" , deployment is working successfully. But for
targetFilesystem area="C:\Documents and Settings\Administrator\Desktop\target"
targetFilesystem area="C:\temp" , I am getting error message as
[c:\temp] is not an allowed deployment path.

WHy is deployment failing for some dir ?
