Can anyone guide me on how I can create a sitemap in PERL? Any code help would be great.

But seriously, there are a million and one ways to create a site map. Seeing as you want to use perl it would appear that you wish to make some kind of dynamic or perhaps generated site map. No doubt based upon your content?
I can't imagine someone elses code being of much assistance as each situation is generally different in the way site maps are handled. In my experience, the actual coding the solution in perl is often the easiest part. The hard bit when people want an 'automatic' site map is agreeing on how it will be determined what content will be included and how this will be categorised/structed/taxonomised.

There are many third party products, probably even a few freeware ones, that can build sitemaps for you by crawling over your website. Most of the time it can never be exactly what you are looking for.
Many people control their navigation with teamsite templating, which also means you can repurpose the IA already defined into a sitemap.
