fractal scaling with Virage MediaBin 7

Can anyone help us with our client's VMB7 question on fractal scaling? The user guid only gives a general description of what fractal scaling is.

“Questions and thoughts regarding fractal scaling... who would write the algorithms? are you referring to down-scaling only, or up-scaling as well? I read that no real accepted-best-algorithm has been settled upon, and that bi-cubic interpolation is currently a better solution. Also read where more unwanted artifacts can occur in the compression and that you would not want to blanket apply to all images. This is a newer subject to me.”
