edit unavailable within visual preview menu bar

windows server 2003

currently when a user clicks on the file name (*.page) within CC pro the user has the ability to preview the page within VP. However, the "edit" link is not available(greyed out) to the user. I know there is a relationship between the VP edit and the edit within CC pro filelist. But in our case, the user can edit from CC pro but not in VP.

We've tested this feature out in a fresh install and the edit within VP works as expected. Any idea why we can't edit in VP ?? I also reverted all the changes we made to UI_custom.xml just in case and it did not bring back all the available icons from the VP menubar. That could be another issue.
