For TS 7.3.1 windows 2008 R2 I having admin previlege but not able to save templating.cfg file.

The alert message comes as attached screen shot. Networking administrator says they can not do anything from their side.

At present only "Administrator" is able to edit/save this file.

Then how can I edit the file using my credentials.

If you don't have permissions, you don't have permissions - this is at the OS level, not the network level - so you should be talking to whomever has system administrative rights on the server, not the network administrator (unless they serve both functions).

Alternatively, since you're on 2008, you might have to do a Run As Administrator when you go to edit the file (assuming you're doing in on the server - presumably via Remote Desktop - and not trying to do it through a network share from your client machine)
