We have set of users who needs to unlock others locked files (knowing consequences well) without going through IT for that.
Is being teamsite master only option to allow user to unlock others locked files.
We are on TS7.3.2 Windows 2008.
No, the Administrator role can also unlock files that are locked by someone else. You could also create a new custom role that can unlock files that are locked by someone else.-David
Specifically, the operation flag in the role definition is "ignore workarea permissions", meaning that granting this also allows that role to have access to edit files they normally wouldn't. Use with caution, or create a custom menu item that runs as the local system instead.
David - Is it possible to create a custom role with that privilage. I dont see any option where I can give a privilige to a role to unlock others locked files.
There is only one option I see in Role=>BranchSpecific=>File, Forms and Folders=>Unlock file. In admin guide it clearly says "Unlock File file, deleted file, symlink - File is locked.; User/group is workarea owner or locked the file."
I tried this and the user is not able to unlock the file even though having editor access to the workarea.
Is there any option I am missing.

Are you modifying the OOTB editor role? Just to be clear you should not modify any OOTB roles, instead you should create a new custom role based on an existing role:
