Granting roles / permissions in TeamSite Administrator

Hello,
I am using TS7.3.2 on RHEL6.3
I am scratching my head with this fundamentail configuration. My requirement is TS will be used by different teams. I want to create a separate branch for each team, as each team is independent, but there is a shared branch which contains shared resources needs to available for access for everyone and administrator and users for each group.
The issue i am facing here is, i created a group for each team and assign set of EDITOR, AUTHOR, ADMINISTRATOR roles to the group and also configured iwadmin/livesite/component, iwadmin/livesite/template branches to it.
When i assign a user to the new group i created, i see that user is not having any permissions/roles/branches that are defined in the group in iwadmin/livesite/component and iwadmin/livesite/template branch even though i gave Author/EDITOR ROLE. Because of this issue, i hade to manually grant roles / permissions to each user which is really painful to manage.
Also, when a user is configured as an administrator and also got create and delete TS user permissions on a specific branch, he doesn't see a UI menu option to manage the users, groups , roles for the users within that group.
Without a master role, how can a administrator can manage the users and also how do i make sure that users have all the roles / permissions that are defined in the group.
When i view user information , i see that user is a member of group but permissions/roles are not applicable when user logs in.
Can you suggest me how to resolve this issue?
