This is very generic question and nothing specific to any problem or issue causing. Check some of the help pages provided with in your teamsite installation directory at teamsite-home/httpd/iw/tinymce/examples and pages like http://localhost/iw/tinymce/examples/full.html

You need to refer to tinymce wiki pages for custom plugin development and further configuration to your menu/tool bars at tinymce.com.

The ootb plugins already do this.. Hit the list button to create a new list, then hit the 'indent' button with the caret on any list item to move it to (or create) an inner list.
