How od-user can initiate a deployment from TS Admin Console

We have TeamSite 7.3.2 on Windows 2003. I am trying to figure out whether/how it is possible to have user X, who is not a TS Master, invoke deployment Y from the TS GUI? X is a TS user and also an od-user authorized to run deployment Y.

It appears that user X is not able to access the TS Admin Console at all. What to do (besides making X a TS Master)?
